CEO and founder of DECISION

Before founding DECISION in February 1991, Didier COULON worked as a strategy consultant in different consulting firms (1989-1990). Before that, he worked as the Director of the IT Section at the BIPE, a major French major consultancy (1978-1988).
Didier COULON graduated from La Sorbonne with an MSc in Economics (1976), and from CEPE (Center for Studies and Economic Programs, 1977).

     
   
 

Muriel COULON

DECISION’s Communication and Customer Relations Manager

Muriel COULON joined DECISION in 1991 as an Assistant and today is in charge of Customer Relations. Since 2002, she has also been in charge of the organization of our conferences, especially those organized at the French Parliament (« Club Energie & Développement » and « Filière électronique et numérique »). She previously worked in a travel agency for 12 years.

Olivier COULON

Olivier Coulon has been junior consultant at DECISION since 2008. He holds a master’s degree in industrial economics from the University of La Sorbonne. His professional experience started as economics assistant at STMicroelectronics in UK. Since 1998, David ENU has been in charge of previsions for electronic components and equipments. He contributes to the analysis in the fields of automotive, aerospace and electronic industries. David ENU used to work from 1993 till 1998 as a consultant at the BIPE.

Dorela RADU graduated from the University Paris 1 La Sorbonne with a MSc in Consulting specialized on Organisation, Strategy and Information Systems. Sebastien ROSPIDE has worked for DECISION since 2003. Before joining our team, he worked for 2 years for STMicroelectronics in France and in the U.S.A., as IC design engineer.

Pierre BAGOT

DECISION’s expert on Testing and Measurement

Since 2003, Pierre BAGOT has worked as a Strategy, Marketing and Outsourcing consultant. He created and was the C.E.O. of Locamesure, Occaselec and Livingston S.A. From 1985 to 2002, he was the Executive Board Director of Livingston P.L.C.; he also was the Strategy and Marketing Director of the group from 1995 till 2002. He worked on business development in Europe and in the U.S.A. He created partnerships in China and in the U.S.A. (for Livingston and  directed subsidiary companies in Scandinavia, Italy and Spain. From 1986 till 1995, Pierre BAGOT ran the « Observatoire permanent de l’ Instrumentation Electronique » and conducted many studies in the fields of telecommunications, defence and logistics.

Since 1987, Seiffedine BENNACEUR has been the CEO of SB Conseil, a strategy consulting company specialized in evaluation of research programmes and fund-raising in the field of IT. From 1979 till 1986, Seiffedine BENNACEUR was Strategy and Business Development Manager at Télémécanique (Now merged with Schneider Electric). Before that, he worked as consultant at the « IT Sector » of the BIPE from 1972 till 1979.

Gérard BRIARD

From 2001 till 2005, Gérard BRIARD worked at the Procurement Agency from the Ministry of Defence (France) as Director of the Section of aerospatial equipments and motors. Previously, from 1999 to 2002 he had been in charge of industrial policy at the local government of the Ile-de-France (Paris Region). In 2000, he was responsible for the fund for Defence restructuration. From 1997 till 1999 he worked at the Ministry of Defence (Electronics Section) and specialised in foreign investments. He also worked at the Ministry of Industry (1992-1997). From 1977 till 1992, he worked at the DCN (State own defence shipyard, now Thales)

Jean-Philippe CHIZALLET

Expert in electronics technology, Jean-Philippe CHIZALLET worked  first at Ericsson then at Schneider-Electric before joining EcoCHANGE as a consultant on environment for industrial companies. Working for small enterprises as well as major companies, he contributes to the implementation of environmental programs: sustainable development, products’eco-design, ISO 14001 and HSPM assessment. Christian DAUDE

From 1990 to 2002, Christian DAUDE worked as Economic Affairs Delegate at the GIXEL (French group of industries of interconnection, components and electronic subsystems). He created statistical indicators and was responsible for communicating market evolution to the members. During that time, he also worked for the FIEEC (French Federation of Electric, Electronic and Communication Industries). From 1973 till 1989, Christian DAUDE was first a consultant then a project Manager at BIPE.

Jean-Philippe DAUVIN

DECISION's expert on Semiconductor & electronic markets

Before joining DECISION in 2007, Jean-Philippe Dauvin was Chief economist and group VP at STMicroelectronics, the world #4 semiconductors supplier. He is still today Emeritus Chief Economist at STMicroelectronics
He teaches at the Ecole Supérieure d'Electricité (Supelec) and in other business schools. Since 2002, he is member of the scientific orientation committee of the Ecole des Mines, the most prestigious French engineering school. At the creation of ST University in 1994, Jean-Philippe Dauvin became Knowledge and Education Group Vice President.
From 1991 to 1994 he was also European Chairman and then World Chairman of the World Semiconductor Trade Statistics (WSTS), the independent organization producing worldwide statistics for the semiconductor industry.
In 1987, Jean-Philippe Dauvin became Corporate Market Research Manager of the newly formed SGS-Thomson Microelectronics Group (now STMicroelectronics). Before the merger, he worked first as Chief Economist (1982), then as Director of Economic Studies (1983) within Thomson Composants' Strategic Planning Group.
From 1966 to 1982, at BIPE, a leading French Consultancy company, he created the Electronic Department after carrying out the first strategic studies on the electronic industry for the Commissariat au Plan of France as well as for the European Community.
Jean-Philippe Dauvin began his professional career in 1965 as an Economist within the Saint-Gobain Group.
Jean-Philippe Dauvin graduated from the University of Paris with a Business Administration Degree and a Ph.D. in Economic Sciences.

     
   
 

Guy DUBOIS

DECISION's expert on the Semiconductor industry

Guy Dubois spent most of its professional life at Thomson and after the merger with SGS Microelectronica at STMicroelectronics. He started as an engineer at the « semiconductor process and device R&D » department at Thomson in 1968. In 1978, Guy Dubois is appointed process an device engineering manager at the Grenoble plant. Until 2007, he held various positions within ST, among them : Group QA (Quality Assurance) Manager for the newly formed STMicroelectronics and plant manager at ST Rennes. Guy Dubois was then in charge of major restructuring activities at the Grenoble site and he was promoted Group Vice President in 1997 as responsible of ST’s worldwide foundry requirements.
From 2007 to 2008, Guy Dubois was Office Director at the MEDEA+ cluster of EUREKA. He was also member of the European Strategic Research Agenda working group.
In April 2008, Guy Dubois returned to STMicroelectronics as Technology R&D Group Vice President.
Today, Guy Dubois has set up GDCL MANAGEMENT and intervenes as an expert at DECISION on seminconductor industry issues.

Thierry DUJARDIN

Thierry DUJARDIN is part of DECISION network since 1997. From 1991 till 1997, he was a the C.T.O. at the GIMELEC (French Group of the Industries of electrical equipments and associated industrial electronics). He also worked as the C.T.O. of a company manufacturing mecanical, electrical and electronical industrial goods and Commercial Director of a subsidiary company of FRAMATOME (1968-1991).

Willy GILEN

DECISION’s expert on PCB

Since 1992, acting as an independant advisor for European companies and offical organizations involved in the elctronic industry, Willy GILEN has been an advisor for PIEK (world’s leading training institute for the electronics industry) and has audited many electronic assembly production centers. He is expert in resolving manufacturing problems and electronic assemblies difficulties.
Previously, Willy GILEN made a brilliant career (1965-1992) within the PHILIPS Belgium Organization. He was in charge of the R&D and engineering teams of the printed board manufacturing centre associated to new developments in electronics. He also worked in close relationship with IPC (Institute for Prtinted Boards and Electronic Interconnections) on standardization issues.

Emmanuel GRANDSERRE

Emmanuel GRANDSERRE is one of the associates of the consulting company 4icom, which he created in 2000. He worked from 1997 to 2003 as an ITS and Telematic expert at PSA Peugeot Citroën. Before that, he worked for the Informa International group , where he wrote many reports on perspectives, technical and sectoral studies, especially in the fields of telecommunications, computer science and IT. From 1993 to 1994, he worked at the Economic Section of the French embassy in Seoul, Korea, specialising in New Technologies.

Nathalie JUMELET

In 2002, Nathalie JUMELET created ConsultHtech, a consulting company specialized in semiconductors and MEMS. Previously, she worked as a Marketing Manager for STMicroelectronics in France and in the UK, and for Memscap. She also conducted many market surveys in the fields of MEMS, passive components and EDA.

Roger LARRIEU

Roger LARRIEU joined SFENA in 1972 as the Director of Marketing and International Affairs. He was member of the Committee for economic affairs at the GIFAS and chaired the Equipment Sales Committee. Before that, Roger LARRIEU was themanager at? the French subsidiary of Sperry Flight Systems, which was in charge of marketing and client support in France and several other European countries.
Roger LARRIEU is an engineer in aviation, lieutenant navigator  in the French Air Force (1955) and flight test engineer (1956).

 
 
   
 

Didier LEGROS

As a senior gas market consultant during the last seven years, Didier LEGROS had advised European and other international companies on a variety of issues, including market entry, regulatory and contractual aspects of TPA in gas transmission and storage infrastructure, customer acquisition, market prospective etc.These activities followed a 30-year long career in the Elf Aquitaine (now TOTAL) Group in Upstream and Midstream sectors, that covered a wide range of oil and gas operations. He worked in France, but also in the UK and in Oman.

Patrick MAIO

Patrick MAIO is the founder and CEO of Hinicio, is specialized in sustainable energy and transport solutions, also dealing with fuel cells and hydrogen. Patrick MAIO is a member of the initiative group on financing and business development in the European Hydrogen and Fuel Cells Technology Platform. Previously, he worked at Ernst & Young since 1999, where he did strategy, management and outsourcing consulting.He started his career as a design engineer within the technology department of the Canadian Nortel Networks in Paris. He later joined Alcatel Mobile Phones in Brussels to work on the optimisation of energy improvement solutions for portable devices.

Laurent MARRAGOU

Laurent MARRAGOU worked at the Délégation Générale pour l'Armement (DGA) from 1984 to 2008. Over the past three years, he has contributed, as specialized assistant of the deputy director of the aviation, space & missile department, to the achievement of several strategic documents on the aeronautical field. From 2001 to 2005, Laurent MARRAGOU was chargé d'affaires at the office of the aeronautic industry and followed several sectors such as : helicopters, business aviation, regional jets and general aviation. He was from 1998 to 2001 area officer in Italy in charge of managing relations between France and Italy about armaments issues.
Previously, as engine engineer, Laurent MARRAGOU held various activities on aviation programs by being reponsible of the Adour, Gem, MTR 390, Larzac and Atar programs.

Arnaud MINE

Vice-president of the Renewable Energy Professional Organisation and Associate of the company IDDEO, Arnaud MINE provides professional education and consulting services in the field of renewable energies and sustainable development.
CEO from 1999 till 2006 of Apex-BP Solar, leader on the French photovoltaïc market, Arnaud MINE was also Administrator of the competitiveness cluster DERBI, dedicated to the integration of solar energy in buildings. In July 1991, Arnaud MINE founded APEX, a company producing photovolaic generators. He worked then also  as an Expert for the European Commission on prospectives for the photovoltaic indusstry. From 1985 till 1991, Arnaud MINE was the COO of SOLELEC (subsidiary of Total), after he created and supervised the company’s representation in Caribbean. From 1983 till 1985, he worked as an Engineer for the French Agency for Energy for Energy Conservation in French Guyana. Previously he worked as a Project Manager for Promotech on biomass projects.

Rolf WAGNER

Dr. Rolf WAGNER was responsible for the project ELECTRANET for Poland and Romania from 1999 to 2003. Before, he was in charge of the co-development of the structure of the new EACEM allowing direct company membership. Rolf WAGNER spent almost 10 years (from 1987 to 1996) at THOMSON Multimedia, where he held successively the position of General Manager Video Division and then of Vice President Public Affairs.
From 1981 to 1987, he created the company Technolab to provide services in Electronic Circuit Boards testing and development of Test Equipment. Before 1981, Rolf WAGNER held various positions in several companies like Philips,..
Rolf WAGNER is graduated from University of Grenoble, France with a Ph. D. in Control Engineering and with a Diploma in Engineering at the University of Darmstadt, Germany.

William FROST speaks fluent French, Swedish, German and English (his native language).

Brian WEBER

Canadian citizen, bilingual (French and English), Brian WEBER is Director of SAI America and has a strong experience in evaluation of commercial opportunities, developing international business and industry investment. Before co-founding SAI in Canada in 1982, Brian WEBER was a Manager in many different and recognized consulting groups in Canada.
Brian WEBER holds a diploma from the Quebec government in exporting industries diagnosis. He also holds an MSc in Economics (Cornell University, U.S.A.) and a civil engineer diploma (McGill University, Canada).

TACT-A-C (Thierry Apoteker Consultant) is a private partnership, created in 1991, providing applied economic and financial research to financial institutions, international companies and multilateral organizations.  T-A-C is specialised in country risk and strategy issues in developing countries. Thierry APOTEKER

Thierry APOTEKER created in 1990 the consultancy group which bears his name (TAC). Thierry APOTEKER had held many academic positions, including a four year position as an Associate Professor of Economy at the University of Rennes (France) until 1997, and numerous positions as a lecturer in the field of international economic analysis (HEC Paris, IGR/ENSAI, University of Rennes, …). He is a regular speaker at many international conferences on banking as well as on country risk. He started as a junior economist at BIPE and then moved to Banque Indosuez (now Calyon) where he set up the country risk division before becoming the bank's chief economist and head of the Research Department.
Thierry APOTEKER graduated from the top French school of management HEC and obtained a Doctorate in monetary economics from the University of Paris Dauphine.
