Pascal Viaud

Expert in Innovation and International Tech Cooperation

 

Pascal Viaud is currently CEO of UBIK Ltd., a company specialized in business development and operational support for foreign companies in Asia, which he co-founded in Taipei, Taiwan, in 2009. He represents several foreign SMEs and manages their legal entities in Taiwan. He has accumulated more than 30 years of professional experience in the high-tech industry (NASA-JPL, CEA-LETI, HP, ATMEL, E2V Semiconductors, STMicroelectronics, and UBIK’s clients), including over 20 years based in Taiwan.

Pascal is an independent expert in innovation for the European Commission (Horizon 2020, Horizon Europe), as well as for the EUREKA Network and the European Union Agency for the Space Programme (EUSPA). As an in-house consultant, he has participated in several industrial and business cooperation projects between Europe, Taiwan, and the rest of Asia (GNSS.asia, EBRC/Taiwan, TRTA3/Philippines, ETTBE/Taiwan). He is also an expert for Bpifrance, the French public investment bank, on bilateral and multilateral cooperation programs with Taiwan.

Pascal is a former French Foreign Trade Advisor (CCEF, two terms) and served as Chairman of the Taiwan Committee for two years (2015–2017). He was also elected Supervisor and Chairman of the Board of Supervisors of the European Chamber of Commerce Taiwan (ECCT) in 2010–2011. He launched the Technology Committee at the ECCT in 2009 and served as its Co-Chairman from 2009 to 2016.

Pascal co-founded La French Tech Taiwan in 2015 and currently serves on its Board of Directors.

More recently, he co-created the Semiconductor Committee of the French Chamber in Taiwan, where he has been one of the two Co-Chairs since May 2022. Pascal is also a France 2030 independent expert in nanoelectronics (i.e., a member of the “France 2030 Digital College”).

Pascal is a graduate engineer (M.Sc.) from the group of Écoles Centrale (France), with a specialization in Mechanical Engineering (École Centrale Nantes) and Physics (École Centrale Paris, now CentraleSupélec). He is also a graduate of the 78th cycle in Economic and Strategic Intelligence at the Institute for Advanced National Defense Studies (IHEDN, France), completed in 2022.
