Jacques Sabourin

Expert on Civil Aviation and Air Transport

 

Jacques Sabourin is DECISION’s independent expert since 2012 on all issues related to civil aviation and air transport.

Jacques Sabourin joined the French Civil Service in 1969. From 1976 to 1979, he held the position of Head of the Bureau of modern management methods at the French civil aviation authority (Direction Générale de l’Aviation Civile, DGAC), after which he joined the UCCEGA (association federating the French airports) in 1979, and was appointed Secretary General in 1982.

In 2005 UCCEGA changed its name to UAF (Union des Aéroports de France), and Jacques Sabourin was then appointed Delegate General of the organisation, which represents 156 airports in France, a position he held until 2011 when he retired.

Jacques Sabourin was also a member of a number of organisations related to civil aviation : Conseil Supérieur de l’Aviation Civile, Conseil National de Sûreté de l’Aviation Civile, Conseil National du Tourisme, board of the Paris-Vatry airport, board of the Fédération Nationale de l’Aviation Marchande (FNAM).

Since 2003, Jacques Sabourin is President of SAS-C2FPA (French Training Centre for airport firemen), President of SAS- JSM (JS Management & Consulting), Associate Professor at the Ecole Nationale de l’Aviation Civile (Master in airport management), he teaches at the Law University of Aix-Marseille (DESS in Air transport) and he is a member of the National Air and Space Academy.

Jacques Sabourin holds degrees in law, economy, management and administration. He holds a post-graduate degree in development economics from the Paris I University, and holds diplomas from the Institut d’Administration des Entreprises (DESS – IAE Paris) and from the Stanford Business School (California).
